Meet Carl Gebo

Carl A. Gebo is the Principal Member of Gebo Law LLC. With more than 27 years of experience as a government contracts lawyer. Carl has represented government contractors in numerous contexts, including bid protests, claims, litigation in the U.S. Court of Federal Claims, the U.S. Court of Appeals for the Federal Circuit, other federal and state courts, as well as the Government Accountability Office (GAO), the Small Business Administration Office of Hearings and Appeals (SBA OHA), and other federal and state administrative tribunals established for public procurement matters.

Carl Gebo is a Service-Disabled Veteran who served on active duty in the U.S. Army as a combat helicopter pilot and maintenance officer. His overseas assignments included tours in Panama (Operation Just Cause), Saudi Arabia (Operation Desert Shield), and Iraq (Operation Desert Storm). One of his last duty stations was at the Presidio of San Francisco, where he was a Goalkeeper for the All-Army Soccer Team.

Carl’s experience in government contract law goes beyond adversarial representations and disputes. He has prepared, reviewed, and advised clients on essential government contract agreements and counseled them on bid protest strategies and business financing and growth opportunities. Furthermore, Carl has assisted government contract clients to respond to Audits, Investigations & Subpoenas, and Notices of Termination, Debarment, and Suspension. Carl has represented many government contractors, large and small, looking to leverage opportunities designated for small businesses. Carl also helps businesses comply with FAR and other regulations governing public procurement programs. Before launching Gebo Law in 2014, Carl Gebo was a partner at three large law firms where he served as Co-chair and Chair of the Government Contracts practice groups.

  • Mr. Gebo has represented large defense and government contractors as well as small company contractors with certified statuses, such as SDVOSB, SBA, DBE, VOSB, WOSB, 8(a), HUBZone, and Native American-owned businesses.
  • He has guided government contracting businesses through the criteria of the Mentor-Protégé program while assisting these government contractors in forming Joint Ventures and Teaming Agreements that preserved the small company’ certified status.
  • He has also assisted clients to acquire and sell government contracting businesses.
  • Carl is a Board Member of VEO – Veterans Empowerment Organization – a 501(c)(3) committed to serving the needs of Homeless Veterans.
  • And since 1995, Carl has been the attorney coach for the high school mock trial team at Midtown High School.
